Access and access control

Purpose of security arrangement: Prevention of illegitimate access, hazardous activity, and unauthorised presence in military facilities.

Grounds for granting access to military facilities: The access relates to official business, work, or service, or there is another appropriate reason for granting access.

Instructions for foreigners

1. Applying for a permit to visit:It is always mandatory for foreigners to apply for a permit before visiting a military facility.
2. Access rights:Foreigners who are permanently resident or studying in Sodankylä municipality have the right, after an accepted application, to gain access to the following facilities: the Soldiers’ Home, the running track, the ski trail network, the obstacle course, the beach, the swimming pool, the gym
3. Finnish citizens:No permit is required for access, but users must be able to provide proof of their identity.
4. Personal nature of the permit:Each permit is granted on a personal basis and does not entitle additional visitors to access the military facilities.
5. Validity of the permit:The permit will be valid for the time period it was applied for, but no longer than one year at a time. If the need for access continues, a new permit must be applied for.
6. Temporary visitors:No permit will be granted to foreigners visiting Sodankylä municipality on a temporary basis.
7. Withdrawal of the permit:A permit may be cancelled due to violation of the terms of the permit or another justified reason pursuant to section 15 of the Defence Forces Act.

Application process

1. Submission of personal details:The Sodankylä municipal sports and recreation services will provide instructions on how foreigners can submit their personal details to the municipal sports and recreation services. The form will be available at the sodankyla.fi website no later than 3 April 2025. Filled-in forms are to be delivered by e-mail to jani.uusitalo@sodankyla.fi or tommi.virtanen@sodankyla.fi.
2. Processing of applications:The sports and recreation services will submit the informal applications and the associated personal details to the Jaeger Brigade’s base security sector.
3. Incomplete applications:Any application submitted with incomplete data will be rejected.
4. Notification of decision:The Jaeger Brigade’s base security sector will notify the municipal sports and recreation services of their decision, who will inform the applicant.

Why is this necessary?

The purpose of these instructions is to ensure the security of military facilities and prevent illegitimate access, hazardous activity, and unauthorised presence. Access to military facilities is restricted to ensure the security of both personnel and visitors and to ensure all visits are appropriate and safe. Requiring applications and their processing for access permits for foreigners ensures all visitors are appropriately identified and their visits to military facilities are for valid reasons. The process helps ensure orderly activities and security in military facilities and premises.
